David Hoicka supports multicultural communities that work. He has extensive experience on Affordable Housing and Community Development including managing and teaching large HUD government housing programs nationally across the USA and internationally.
Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has overseen financial and operational management of programs of all sizes, revitalizing and/or managing affordable housing and community development programs for thousands of families.
David Hoicka improves lease-up & occupancy, and reduces vacancies, & unit turnover. For example, this includes overseeing national design competition to create Green redeveloped units of Elderly Housing and mixed uses, about $10 million.
David Hoicka prepares Strategic Planning goals, objectives and initiatives, with input from stakeholders, Government Agencies, Development Partners, Public, and Media. Also David Hoicka works on Capital Fund Plan financing, procurement, budgeting and cost analysis management.
He advises community groups and stakeholders on strategic planning, goal setting, compliance for community and affordable housing issues. David Hoicka uses innovative methods to reduce and control costs, increase quality and revenues, and empower economic self-sufficiency, in multicultural, multi-language environments.
He has been involved with numerous complex operational and technical issues which need to be identified and resolved in cooperation with many stakeholders. David Hoicka's work involved establishing objectives and performance goals, monitoring progress toward their achievement and setting priorities based on changing requirements.
