David Hoicka improves lease-up & occupancy, and reduces vacancies, & unit turnover. This includes overseeing about $12.7 million in redevelopment for thousands of public housing units, utilizing contract procurement and force account.
David Hoicka reviews development and construction of multi-cultural affordable housing and new town development for mixed income residents. Also David Hoicka works on Capital Fund Plan financing, procurement, budgeting and cost analysis management.
He specializes in negotiation and building collaborative partnerships. David Hoicka uses innovative methods to reduce and control costs, increase quality and revenues, and empower economic self-sufficiency, in multicultural, multi-language environments.
He has been involved with numerous complex operational and technical issues which need to be identified and resolved in cooperation with many stakeholders.
